The Childcare Offer

Can I apply?

You are eligible for the childcare offer if you:

  • have a child of the relevant age (from term after their 3rd birthday until they start in full time school)
  • are working and earning at least the equivalent of 16 hours at the National Minimum Wage or National Living Wage, up to £100,000 per parent more details here

What happens if I or my partner loses our job?

Should a parent fall out of eligibility, a temporary exemption period of 8 weeks will be granted during which they will be able to continue to access the offer.

Exceptions to eligibility:

Parents who are temporarily away from the workplace either because of sickness or because of parental leave (including maternity leave, statutory shared parental paid leave or adoption leave) will remain eligible to receive the offer as they are considered to be employed.

Where one parent meets the eligibility criteria and the other parent is in receipt of one of the following benefits, that child will still be able to access the offer:

  • Incapacity benefit
  • Carers allowance
  • Severe disablement allowance
  • Long term incapacity benefit
  • Employment and support allowance
  • National insurance credits on the grounds of incapacity for work or limited capability for work

Families where both parents are in receipt of the above benefits will not be able to access the offer.

Childcare Offer Eligibilty End Period

At the point a parent in Carmarthenshire is offered a full time education place for their child they will no longer be eligible to take up the offer during term time.

In Carmarthenshire Local Authority children are offered a full time placement from the beginning of the term the child turns 4 years old. Parents will still be able to access the holiday entitlement up until the September after a child turns 4 years old.


Holiday Entitlement

Child A has 4th birthday

between 1st September and 31 December

Full time education place offered from  September No longer eligible for the child care offer from 1st September but entitled to full 9 weeks Child Care Offer holiday provision. Becomes ineligible for the Childcare Offer 31st August.
Child B has 4th birthday

between 1st January and 31 March

Full time education place offered from  January Eligible for full child care offer during Autumn term. Becomes ineligible for Childcare Offer during term time on 1st January, remains eligible for holiday provision pro rata’d. Becomes ineligible for childcare offer 31st August.
Child C has 4th birthday

between 1st April and 31st August

 

 

Full time education place offered from  April Eligible for full child care offer during Autumn term and Spring term. Becomes ineligible for Childcare Offer during term time on 1st April, remains eligible for holiday provision pro rata’d. Becomes ineligible for offer 31st August.

 

* IMPORTANT INFORMATION FOR PARENTS ACCESSING PART-TIME FOUNDATION PHASE EARLY YEARS EDUCATION IN 3-11 SCHOOLS *

CHANGES TO HOURS FROM SUMMER TERM 2019

Category 3-11 schools were offering a variety of different hours and sessions for part time Foundation Phase early years education for 3 year olds.  This varied from 10 hours per week up to 17 hours per week.

To clarify eligibility it has been necessary to standardise Foundation phase early years education hours from the Summer Term in all category 3-11 schools.  The majority of category 3-11 schools have opted to offer 12.5 hours Foundation Phase early years education per week.

Please see table which clarifies the number of hours each school has committed to deliver from the Summer term onwards. Eligible children receiving 12.5 hours Foundation Phase early years education in a school will now be entitled to 17.5 hours childcare term time.  If they are receiving 10 hours Foundation Phase early years education in a school they will be entitled to 20 hours childcare term time. The overall total offer of combined education and care has not changed, and still stands at/but must not exceed 30 hours per week per child.

Application Process for Eligible Parents/Guardians

Ceredigion County Council is the Delivery Authority on behalf of Carmarthenshire for the Childcare Offer.

FAQ for parents/carers

Prior to completing your application you must discuss with your chosen CIW Registered Childcare Provider(s) the hours you wish to secure.  All eligible children will be able to access funding from 7th January 2019.  You will not be able to submit your application until your chosen Childcare Provider has registered online and signed and returned their contract with Clic Ceredigion.  Please check with your Childcare Provider prior to starting your application.

Before starting your application you will need the following documents (Evidence required can be scanned documents/photographs in .pdf or .jpg format):

  • Scan/photograph of your Child’s birth certificate.
  • All parents National Insurance Numbers.
  • Scans/photographs Parent’s last three months wage slips. If Self–employed: a copy of your latest self-assessment Tax return (HMRC SA103 form) or if it is a new business (set up within the last 12 months) and you don’t have a self-assessment tax return yet you will need to provide a copy of the letter from HMRC confirming your Unique Tax Reference number (UTRN).
  • Scan/photograph of a proof of residency, (e.g. most recent Council Tax Statement, bank statement, utility bill, insurance document(s))
  • Agreed childcare providers hours and days
  • Employers contact details, including: Address, telephone number and email.
  • Scan/photograph of any Department for Work and Pensions letter or current employers letter that would qualify parents for the Childcare Offer if not currently in work.
